Health Benefits Advisor (HBA) / Beneficiary Counseling and Assistance Coordinator (BCAC):
The Health Benefits Advisor is available to assist with questions regarding TRICARE benefits, in resolving TRICARE problems, and in completing forms associated with TRICARE benefits.


Debt Collection Assistance Office (DCAO):
Upon your notification and presentation of appropriate documentation of a debt collection issue, the DCAO assumes responsibility for that debt collection case to its conclusion.

Appropriate documentation is either the collection letter, or the credit report that shows you are in collections, along with information on the agency attempting to collect, the provider’s name, when they treated the beneficiary, and the amount in collections.

Before the DCAO begins to investigate a case, a written authorization from the adult patient or parent (if child is under 18) is needed. The DCAO will contact the collection agencies, and/or attorneys, and/or providers, and stop collection efforts until the appropriateness of the claim(s) is determined.

It may include finding if TRICARE ever received the claim, whether the claim was paid (when, and to whom), whether deductibles, cost-shares, or co-pays were applied properly, as well as informing beneficiaries, providers and their agents, about TRICARE authorized and non-authorized benefits (if applicable).

It may also include informing providers and their agents about TRICARE policy, as well as Federal and State law relating to collection efforts against TRICARE beneficiaries.

Although NOT a legal advisor or advocate for the beneficiary, the DCAO can assist beneficiaries, providers and their agents alike, in understating and solving TRICARE related issues.
